Deputy J.S. Shackelford – Kanawha County Sheriff’s Department

On April 18, 2013, Deputy Shackelford forcibly arrested a blind and partially deaf veteran, Mr. Ratliff, at his residence without a warrant. The deputy ignored Mr. Ratliff’s request to leave, entered the home without consent, and physically assaulted him, resulting in injuries. Mr. Ratliff was charged with obstructing an officer and public intoxication; both charges were later dismissed. A federal court found that Deputy Shackelford’s actions constituted excessive force and false arrest, denying him qualified immunity.
