Deputy Matthew Turner – Harford County Sheriff’s Office

In November 2022, Deputy Turner charged Christopher Andrew Burton, an NSA analyst, with felony assault after a victim identified the assailant as ‘Chris Burton.’ Deputy Turner failed to verify the suspect’s identity, leading to the wrongful arrest of the wrong individual. An internal investigation found that Deputy Turner violated the office’s code of conduct by showing a lack of reasonable care in preparing a complete and accurate report. As a result, he was docked two days’ pay. The wrongful arrest caused significant personal and professional harm to Burton, including the temporary revocation of his security clearance and ongoing anxiety, leading him to file a lawsuit seeking millions in damages.
