Deputy Robert Carr – York County Sheriff’s Office

In 2017, Deputy Robert Carr was investigated for his response to a possible Operating Under the Influence (OUI) traffic accident. The investigation sustained a violation of the Office’s courtesy policy regarding his email correspondence with an Assistant District Attorney. No discipline resulted, but he was advised to attend an OUI refresher course. Additionally, in 2018, Deputy Carr’s participation in an undercover drug operation led to an internal investigation concerning proper notifications and approvals. The concerns were found to be unfounded, and no discipline was imposed.

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
