Deputy Sheriff Rizzo was terminated on October 11, 1996, after being disciplined on six separate occasions. The Eau Claire County sheriff recommended his termination to the County Board Committee on Personnel, which held a hearing and issued a written decision to terminate Rizzo. Rizzo did not appeal to the circuit court but filed a grievance contesting the ‘just cause’ determination. The sheriff denied the grievance, and the Committee on Personnel did not consider it further. The case led to legal proceedings regarding the arbitration process for deputy sheriffs.
