Detective Michael Patrick Clancy – Warren Police Department

Involved in the 1997 fatal shooting of Robert Mark Isom, an emotionally disturbed man wielding an axe. Clancy used pepper spray in an attempt to subdue Isom, who then charged at officers and was shot. The incident led to a lawsuit alleging excessive force, but the court found the officers’ actions reasonable under the circumstances.
