This action was part of a broader pattern where Medford police systematically violated ORS 181A.250 by targeting civilian activists and grassroots organizations for covert surveillance and monitoring, outside of any criminal investigation. The ACLU lawsuit details multiple instances of such surveillance, including monitoring social media activities of groups like the Rogue Valley Pepper Shakers and the Stabbin’ Wagon. These actions were deemed unlawful and a violation of constitutional rights.
