Devon Stinson – Carlsbad Police Department

On April 10, 2019, Officer Stinson responded to a call about a woman with altered mental status running into traffic. During the incident, he attempted to calm the woman while a bystander, Albert Bustillos, filmed the interaction. Stinson requested Bustillos to stay back, but Bustillos continued recording. The situation escalated when the woman became agitated and started running from the officers. Stinson chased after her, assisted her in sitting down, and repeatedly told her ‘it’s okay.’ The woman remained agitated, pointed towards Bustillos, and screamed ‘there’s a guy right there!’ She then repeatedly yelled expletives in Bustillos’s direction. Stinson’s actions during this incident were part of an internal investigation following public scrutiny of the event.
