Disciplinary Actions Overview – Broomfield Police Department

Over the past decade, the Broomfield Police Department has faced several disciplinary actions involving its officers. Notably, in July 2022, Officer Richard Norton resigned after an internal investigation found he had sent inappropriate and unwanted sexual messages to four female coworkers, creating a hostile work environment. The department recommended his termination, but he resigned before it was enacted. In terms of use-of-force incidents, from 2013 to 2021, the department reported one fatal police shooting. Additionally, during the same period, 63% of all arrests were for low-level, non-violent offenses. The department has also faced challenges with officer accountability, as evidenced by Norton’s case and subsequent employment at another police department despite prior misconduct findings.
