Between 2016 and 2021, the Eagan Police Department received 26 civilian complaints of police misconduct, with 85% ruled in favor of civilians. The department reported two police-involved shootings from 2013 to 2021, a higher rate than 83% of U.S. police departments. Additionally, 52% of all arrests during this period were for low-level, non-violent offenses. These statistics suggest a need for ongoing evaluation of use-of-force practices and community relations.
