Disciplinary Actions Overview – Kapolei Police Department

Over the past decade, the Honolulu Police Department (HPD), which includes the Kapolei Police Department, has faced several disciplinary actions and incidents of misconduct. Notably, in 2021, three officers from the Kapolei district were suspended and faced criminal charges following a high-speed pursuit that resulted in a crash, leaving a 14-year-old boy paralyzed. Additionally, in 2023, a lawsuit alleged that an officer failed to act during a fatal beating outside the Kapolei Police Station. These incidents highlight concerns about use-of-force practices and accountability within the department. The department has also been scrutinized for internal corruption, including the high-profile conviction of former Chief Louis Kealoha for conspiracy and obstruction of justice. These cases underscore the need for ongoing reforms and oversight to address patterns of misconduct and ensure public trust.
