In December 2006, former Lewiston police officer Donald Blair was found by a federal jury to have used excessive force during the apprehension of Kevin E. Mays. The jury determined that Blair’s actions during the encounter were excessive, leading to a ruling against him. Mays had filed a lawsuit alleging he was beaten and Tasered by officers when they were called to check on his welfare. The jury awarded approximately $1,950 against Blair for Mays’ medical expenses.
