Donitka Kay – Bowling Green Police Department

On August 12, 2012, Sergeant Kay was involved in the fatal shooting of Gregory Harrison. During the incident, Kay issued multiple warnings and commands to Harrison, who failed to comply and kept his hand concealed. Although Kay did not fire her weapon, her actions were scrutinized in a lawsuit alleging excessive force. The court granted summary judgment in favor of Kay, determining that the use of force was reasonable given the situation.

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
