Donnell Luckie – North Little Rock Police Department

In 1986, Officer Donnell Luckie was arrested for felony child abuse after whipping his ten-year-old son with an extension cord. Despite prior knowledge of a 1984 child abuse investigation involving Luckie, then Police Chief Dale Bruce reinstated him with full back pay after he agreed to counseling in exchange for dropping the felony charge. The department’s lack of disciplinary action and failure to investigate raised concerns about its handling of officer misconduct.
