On May 20, 2011, Officer Elson Morales engaged in a high-speed chase of a suspect who failed to stop at a traffic signal. After apprehending the individual in Beardsley Park, Morales used his department-issued Taser to incapacitate the suspect. Despite the suspect being on the ground and effectively incapacitated, Morales deployed the Taser a second time. He pleaded guilty to violating the individual’s civil rights by using unreasonable force and was sentenced to three months of imprisonment and six months of supervised release. Morales resigned from the Bridgeport Police Department as part of his plea agreement.
