Eric Kilbourne – Troy Police Department

Officer Kilbourne was terminated in June 2021 following an internal investigation into an incident on April 25, 2021, where a handcuffed individual in custody for domestic violence and violation of a protection order was injured in the sallyport of the Troy Police Department. Kilbourne had a history of at least five previous use-of-force issues within the department, occurring in 2008, 2010, 2012, and 2017. Prior to his termination, he received a written reprimand for insubordination on April 15, 2021.
