Create And Track Police Department History
In 2004, Officer Mark Rogers was convicted of rape, sexual misconduct, and official misconduct after assaulting Babi Beyer, whom he had arrested for public intoxication. Rogers took Beyer to a secluded area and raped her while in uniform and armed. The Indiana Court of Appeals ruled that the City of Fort Wayne owed a non-delegable duty of care to Beyer.
