    Officer Roper had a significant disciplinary history during his tenure with the Foley Police Department. Documented incidents include a five-day suspension in 1991 for involvement in a physical altercation and failure to report it, a written warning in May 1993 for losing his temper in a store, a verbal warning in August 1993 regarding his handling of a merchant-customer dispute, a finding in January 1995 of filing an unjustified internal-affairs complaint against three officers, a written warning in 1999 for misuse of the criminal-justice computer system, a one-day suspension in January 2001 for insubordination, and a notation in June 2001 for refusing to sign his performance review, which assessed his performance as average. These incidents were cited as factors in the decision not to promote him to lieutenant positions in 2002.
