    In 1997, Officer Norman Todd reported that Sergeant Ron Fields engaged in misconduct, including driving under the influence and requesting rides home in a patrol car after consuming alcohol. Todd alleged that after reporting these incidents, he was wrongfully terminated in retaliation. He filed a lawsuit against the City of Millbrook and its officials, claiming violations of his constitutional rights and wrongful discharge. The trial court granted summary judgment in favor of the defendants, and Todd’s appeal was transferred to the Alabama Court of Civil Appeals. The case is documented in Todd v. Kelley, 783 So. 2d 31 (2000).
