Officer Rollins was convicted in 2010 of sexually assaulting five women while on duty and was sentenced to 87 years in prison. Following his conviction, 11 women filed civil lawsuits against the city, claiming it failed to supervise and discipline Rollins. In 2011, the municipality agreed to pay over $5.5 million to settle these lawsuits, with individual settlements ranging from $75,000 to $1.7 million.
