    Officer Ronald Isbell has been involved in multiple incidents of alleged misconduct. In 1999, he was sued for excessive force in the case of Nolin v. Town of Springville, where he was accused of using unnecessary force during an arrest. Prior to this, Isbell had been named in at least five other lawsuits alleging excessive force and other misconduct, including cases brought by Percy Moore (1987), Engle (1995), Roger Woodham, Royce Doyle Gray, and Sarah Frost. Some of these cases were settled, while others were dismissed or resulted in acquittals. Despite the numerous allegations, there is no evidence that Isbell underwent additional training or faced disciplinary actions following these incidents.
