    Appointed as Oakman’s police chief in July 2009. Arrested on August 27, 2010, on charges including obstruction of government operations, theft of property, and disorderly conduct. The arrests were based on warrants issued by Magistrate Leon Welch, following complaints by John Wilson. The legitimacy of these arrests was later challenged in court, with allegations of lack of probable cause and potential misconduct in the issuance of the warrants. The charges against Woodard were ultimately dismissed. Woodard’s arrest was central to a lawsuit alleging malicious prosecution and other claims.
