In December 2001, detention officer Alan Ruiz sexually assaulted a female inmate, Michelle Tafoya, on two occasions. Despite previous incidents of sexual assault by other officers, the jail’s safety measures were insufficient to prevent Ruiz’s actions. This led to a civil lawsuit against Ruiz and the Huerfano County Sheriff’s Office.
