Captain Alberto Leos filed a lawsuit against the San Diego Police Department in October 2023, alleging racial discrimination and retaliation. Leos claimed he was passed over for promotions in favor of less experienced white officers and faced retaliation for refusing to falsify traffic collision reports, including one involving the police chief’s son.
