Detective Andrew Keenan resigned in April 2024 following an external investigation that found ‘sufficient evidence’ of sexual harassment and violations of the department’s harassment and personal conduct policies. Allegations included sending a sexually explicit photo to a young woman with developmental disabilities in 2017, engaging in nonconsensual sexually explicit conduct on a video call with a former friend in 2015 while in uniform, and sending unwelcome email advances and explicit photos to a Quincy employee. Keenan denied the allegations but resigned after the investigation’s findings.
