Allegations included sending a sexually explicit photo to a young woman with developmental disabilities in 2017, engaging in nonconsensual sexually explicit conduct on a video call with a former friend in 2015 while in uniform, and sending unwelcome email advances and explicit photos to a Quincy employee. Keenan denied the allegations but resigned after the investigation’s findings.
