    In April 2017, Officer Anthony Figueroa stopped Nandi Cain Jr., a Black man, for alleged jaywalking. Figueroa threw Cain to the ground and punched him multiple times, resulting in a broken nose and concussion. The incident was captured on video and led to public outcry. The city settled a civil rights lawsuit with Cain for $550,000. As part of the settlement, Figueroa was removed from patrol in the Del Paso Heights neighborhood until at least 2020 and was required to undergo implicit bias training.
