    In 1996, Sergeant Anthony L. Fisher was involved in an incident where he and other officers conducted an unauthorized search of Douglas M. Haines’ residence, leading to a lawsuit alleging violations of Haines’ civil rights. Fisher confessed to the unauthorized search and was subsequently terminated from the department.
