    In 2022, Assistant Chief Hathcock was involved in an incident where he allegedly used excessive force during the arrest of Patricha Owens. Despite Owens informing him of her pre-existing shoulder injury, Hathcock proceeded to handcuff her behind her back, resulting in serious injuries. A lawsuit was filed against him, but the court granted him qualified immunity, dismissing the excessive force claim.
