On October 31, 2017, Sergeant Brooks was involved in a traffic stop with Phillip E. Smith. Brooks assisted in a vigorous search of Smith, including removing his shoes and socks and exposing his underwear and buttocks. Smith alleged that Brooks participated in an unlawful search and seizure, leading to a lawsuit claiming violations of his civil rights. The case proceeded to service of process. [Source: Smith v.
