Deputy Brandin Moran was indicted by a Bexar County grand jury in March 2022 on a felony charge of manslaughter for an on-duty shooting that killed 47-year-old Jesus Benito Garcia. In March 2020, Moran responded to a disturbance at Garcia’s home in Elmendorf; a lawsuit alleges Garcia was holding a screwdriver to his own neck when Moran burst in and opened fire within seconds, shooting him five times. BCSO officials claimed Garcia charged at the deputies, but Moran’s indictment for a fatal shooting was noted as a rare occurrence in the county. Moran was placed on administrative leave pending the outcome of the criminal case.
