In 2009, Deputy Brandon Jefferies engaged in sexual misconduct with a female inmate, identified as Ms. Graham. Jefferies and another deputy, Mendez, entered the inmate’s cell and engaged in sexual acts. Both deputies were terminated immediately after admitting to the misconduct.
