In October 2017, Deputy Brandon Spillman, whose professional certification was revoked in June 2017 due to failure to complete required training, placed Armando Frank in a neck hold during an arrest, contributing to Frank’s death. Spillman did not complete the necessary refresher course to reinstate his certification until November 2017, after the incident. Despite the certification lapse and the fatal incident, Spillman remained an active deputy after a grand jury declined to indict the officers involved.
