In 2004, Deputy Brian Cogburn was involved in the arrest and transportation of Larry D. Hill Jr., who was suspected of driving under the influence. Hill exhibited signs of medical distress during the arrest. Despite this, Cogburn assisted in transporting Hill to the Howard County Detention Facility without providing medical attention. Hill later stopped breathing and was pronounced dead at the hospital. A lawsuit alleged that Cogburn and other officials were deliberately indifferent to Hill’s serious medical needs and used excessive force. The court denied the defendants’ motion for summary judgment, allowing the case to proceed to trial.
