In October 2015, Deputy Bryce A. Scarbro arrested Rosa L. O’Neal, a 66-year-old woman, on charges of obstructing an officer, alleging she lied during his investigation. O’Neal was incarcerated for 15 hours before being released. O’Neal filed a lawsuit against Scarbro and the Braxton County Commission, claiming unreasonable seizure in violation of the Fourth Amendment.
