    In October 2015, Deputy Bryce A. Scarbro arrested Rosa L. O’Neal, a 66-year-old woman, on charges of obstructing an officer, alleging she lied during his investigation. O’Neal was incarcerated for 15 hours before being released. The criminal charge was dismissed in January 2016 after evidence showed O’Neal did not lie, and Scarbro’s affidavit contained false allegations. O’Neal filed a lawsuit against Scarbro and the Braxton County Commission, claiming unreasonable seizure in violation of the Fourth Amendment.
