In 2004, Sheriff Butch Morris was named in a lawsuit alleging failure to properly train officers and implement written policies, contributing to the deprivation of Larry D. Hill Jr.’s constitutional rights. Hill was arrested for suspected driving under the influence, exhibited signs of medical distress, and later died after being transported to the Howard County Detention Facility without receiving medical attention. The court denied the defendants’ motion for summary judgment, allowing the case to proceed to trial.
