Create And Track Police Department History

On May 6, 2016, Officer Coltharp responded to a domestic disturbance call at the residence of Lori Ann Carron. Despite being informed that the situation had calmed and no serious injuries were reported, Coltharp proceeded to the scene. Upon arrival, he allegedly grabbed Carron without warning, threw her to the floor, causing her to hit her head and sustain injuries including a broken rib, facial injuries, and a concussion. A federal lawsuit was filed against Coltharp and another officer, alleging excessive force and civil rights violations. The town settled the lawsuit by paying Carron $60,000. Additionally, the incident led to the police department updating its policies to comply with the Americans with Disabilities Act and implementing additional training in interacting with individuals with mental health disabilities.
