In June 2023, Capt. Rebecca Butscher unlawfully arrested a woman during a June incident. An internal investigation recommended a five-day suspension without pay for ‘conduct unbecoming an employee.’ However, Sheriff Clovis Watson Jr. overruled the decision and voided all disciplinary action, reinstating Butscher without suspension.

In February 2023, Capt. Rebecca Butscher was suspended and placed on disciplinary probation for alleged insubordination. She filed a lawsuit claiming violations of the Officers’ Bill of Rights, particularly regarding the impartiality of the investigation led by Major Lance Yaeger. A judge ruled in her favor, mandating a compliance review hearing.
