On January 6, 2024, Officer Carlos Frate deployed his Taser without legal justification during a disorderly conduct incident in Kihei. He subsequently falsified the police report to obstruct the investigation. Frate was indicted by a federal grand jury on January 16, 2025, for deprivation of civil rights and making a false report. He was terminated from the department earlier in 2025. If convicted, he faces up to 10 years in prison for the civil rights charge and up to 20 years for the false report charge.
