In March 2019, Lt. Padro was involved in an altercation with inmate Carl ‘Robby’ Talbot, who was mentally ill. Padro was convicted in 2021 of kicking and pepper-spraying Talbot while he was on the floor. Talbot died two hours later. Padro received a one-year suspended sentence and three months probation. In August 2023, the Attorney General’s office ceased defending Padro in a civil suit filed over Talbot’s death, leaving him personally liable for any damages.
