On June 29, 2017, Officer Carlton Howard was involved in the fatal shooting of Aaron Bailey, an unarmed Black motorist. After a traffic stop, Bailey fled and crashed his vehicle. Howard and another officer, Michal Dinnsen, approached and fired at Bailey, who was struck four times in the back. A special prosecutor declined to file criminal charges, but Police Chief Bryan Roach recommended both officers be fired for failing to follow training and policy. Bailey’s family filed a lawsuit against the city, alleging excessive force.
