On June 29, 2017, Officer Carlton Howard was involved in the fatal shooting of Aaron Bailey, an unarmed Black motorist. After a traffic stop, Bailey fled in his vehicle and crashed. Howard and another officer, Michael Dinnsen, approached the vehicle and fired shots, hitting Bailey four times in the back. Bailey was unarmed. A special prosecutor declined to file criminal charges against Howard. Indianapolis Metropolitan Police Chief Bryan Roach recommended Howard’s termination, stating that the use of deadly force was not justified. The Civilian Police Merit Board was to review the recommendation. Bailey’s family filed a civil lawsuit alleging excessive force.
