In June 2018, Officer Chelsea Breakthrough conducted a search of Cindy Mitchell’s motel room without a warrant, based on a hearsay phone call. Breakthrough allegedly found a meth pipe and charged Mitchell with a Class D felony possession of methamphetamine. Mitchell claimed the search was illegal and that she was falsely convicted due to ineffective counsel, leading to a lawsuit against Breakthrough and the Paducah Police Department.
