    Commander Cheryl Powell was named in a lawsuit by former officer Kevin Halbig, who alleged that Powell and Sheriff Gary Butler falsely reported him for fraudulent use of a credit card in June 2008. Halbig contended that Powell’s actions were aimed at undermining his candidacy for sheriff. The court determined that Halbig had adequately stated a claim for retaliation under the First Amendment.
