In 2016, Chief Gerald Narowski was investigated following a complaint by former city clerk Laurene Boulton, who alleged that he harassed her through social media and other means. The Derby Police Commission determined that Narowski violated the department’s social media policy and placed a letter of reprimand in his personnel file for seven months. Additionally, Boulton filed a lawsuit against Narowski, claiming he ‘stalked’ and harassed her, including making a disparaging remark on his personal Facebook account, giving her the finger after passing her on the road, and following her in a car in downtown Ansonia. The lawsuit sought at least $15,000 in damages. The Freedom of Information Commission later ruled that the city must release the lawyer’s report detailing the investigation into Narowski’s conduct.
