In July 2012, Chief Fusaro led a state police task force during a standoff with Timothy Devine, a suicidal man at the University of Connecticut Avery Point campus. The task force used flash grenades and rubber projectiles, leading to Devine’s suicide. Devine’s estate filed a lawsuit alleging excessive force and wrongful death. The case reached the Connecticut Supreme Court in 2022, focusing on whether the officers acted within their official capacities and if sovereign immunity applied.
