In September 2016, Chief Tamburini disciplined Detective James Brady for speaking to the Providence Journal about the termination of officer Adam Catamero. Brady, acting as union president, discussed alleged favoritism in issuing parking tickets and improper processing of tickets. Tamburini charged Brady with violating department policies and imposed a two-day unpaid suspension. In February 2021, U.S. District Judge Mary McElroy ruled that Tamburini’s actions violated Brady’s First Amendment rights, describing them as ‘an unconstitutional effort to stifle protected speech.’ The court ordered the revocation of the unconstitutional policies and removal of the discipline from Brady’s record.
