In August 2017, Officer Hickman was recorded using a Taser and punching Johnnie J. Rush, a black man, during an arrest for alleged jaywalking. The incident led to charges against Hickman, including assault by strangulation, assault inflicting serious injury, and communicating threats. He had a prior suspension in 2011 and was suspended again in October 2017. Hickman resigned from the department in January 2018 before he could be terminated.
