In August 2017, Officer Kirkman arrested Teddy Ellis for minor license and registration violations. During the arrest, Kirkman lifted Ellis’ ankles while he was handcuffed, causing Ellis to fall face-first onto the pavement, resulting in broken teeth, lacerations, and neurological damage. An internal review deemed the use of force reasonable, and Kirkman faced no disciplinary action. However, in 2020, the FBI initiated a criminal investigation into the incident, leading to Kirkman being placed on paid administrative leave. Ellis filed a federal lawsuit alleging civil rights violations, which is ongoing.
