In September 2023, Corporal Zachary Small was indicted on charges of second-degree assault, reckless endangerment, excessive force, and misconduct in office. Body-worn camera footage showed Small pepper-spraying a detainee who complained of being unable to breathe inside a police vehicle. Small then pulled the detainee out of the car, threw him to the ground, and yanked his hair while the detainee pleaded for help. Two other officers, Jacob Bruce and Justin Graham, were also indicted for failing to intervene.
