On October 7, 2018, Correction Officer Kagan Buck assaulted inmate Shawn Holmes at the Montgomery County Jail. After Holmes requested to use the phone and refused to answer further mental health questions, Buck taunted him and, upon Holmes standing up in his cell, repeatedly slammed his head against the wall without provocation. This resulted in Holmes sustaining injuries to his head, face, eyes, and limbs, as well as experiencing tremors, seizures, and emotional trauma. Despite Holmes reporting the incident and other officers corroborating his account, the Sheriff’s Department did not conduct a meaningful investigation or take disciplinary action against Buck.
