    In May 2010, Cpl. Andrew Kisela shot Amy Hughes four times as she walked down her driveway holding a kitchen knife. Hughes was approaching her roommate, Sharon Chadwick, who later stated she did not feel threatened. Kisela and two other officers had responded to a welfare check call. Despite commands to drop the knife, Hughes did not comply, leading Kisela to fire. The other officers did not perceive an immediate threat. Hughes survived and filed an excessive force lawsuit. In November 2016, the 9th U.S. Circuit Court of Appeals reinstated the lawsuit, stating that a jury could find Kisela’s actions unreasonable.
